On 1 February 2011, the Department for Communities and Local Government published Implementing self-financing for council housing, which sets out the rationale, methodology and financial parameters for the reforms. The publication is accompanied by:

• A model which applies the self-financing settlement methodology to the data
• A user guide to accompany the model; and
• A report on the model inputs, assumptions and outputs.

The Department for Communities and Local Government requested that any proposed demolition activity should be notified to the department by 31 March 2011. This was to assist CLG with gauging the scale of the issue and inform their policy on how demolitions are handled in the settlement. Further CLG guidance on the treatment of demolitions has now been published.

The base data form for the self-financing settlement 2012-13 (the 2012B1) will be available for completion and certification on LOGASnet (Insert WEB LINK?) from 30th June 2011.

CLG will publish a policy statement dealing with issues that have arisen since the publication of the February document.

CIPFA will publish guidance on the outcomes from the consultation on depreciation and splitting the debt pools.

The base data form for the self-financing settlement 2012-13 (the 2012B1) needs to be completed by 31 August 2011.

The deadline for returning the 2012B2 form, certified by your auditor, to the DCLG is 10 October 2011.

Taking the data from the audited returns and the RPI figure at the end of September, CLG will publish draft determinations setting out the settlement figures for consultation.

DCLG and PWLB issue joint letter to each local authority setting out arrangements for loans and debt redemption.

Following consultation, the final determination will be published.

The settlement payments will be made on 28 March (subject to confirmation). This will be confirmed in CLG’s policy document in July 2011.
